Banner is the trapped in the past where some heroes don't exist yet. He states Iron Man could've been capable of stopping "Hulk-squared", an uberhulk. Thor is the only other hero listed individually like that, which kind of says a lot in my opinion. Having "barely" a Fantastic Four isn't good enough on the other hand. -Indestructible Hulk #15
Just an issue prior, regular Hulk doesn't consider the likes of Abomination & Sandman to be real challenges, but he does see Fin Fang Foom as one. Hulk (who based off being "king of Sakaar" would logically be the green scar version) needed momentum to really hurt Foom -Indestructible Hulk issue #14
Fin Fang Foom is considered the second strongest thing on the planet according to the greatest monster collector in the galaxy (plus had knocked Cho Hulk unconscious in the same issue): https://zippyimage.com/album/fin-fang-foom-second-strongest.x8nvE In the first issue, Hulk is pretty much unharmed by Mad Thinker's blasters which were based off of Ultron's quantum molder, meaning the blasts can liquify adamantium. Hulk's strength is also confirmed to be incalculable. In the same issue, longtime Hulk Marvel editor, Mark Paniccia, says Iron Man rivals Hulk for the title of "strongest there is": https://zippyimage.com/image/ipuXYX
